WWF Caucasus Programme Office (WWF Caucasus) intends to award a supply contract for machines and tools (forestry equipment) for the EU financed Project on Increasing the resilience of forest ecosystems against climate change in the South Caucasus Countries (Armenia, Azerbaijan, Georgia) through forest transformation for 2011-2015 (DCI – EN/2010/221391).

Participation in the tender is open to all legal and natural persons participating either individually or in a group, preferably established and registered in Georgia, the South Caucasus countries or in the European Union. The participants in the tender should submit their offers (Competitive Bids / Price Quotations) in a form of free format proforma invoices and should be able to deliver all of the listed equipment bellow in required quantities. Only one offer should be submitted for the entire list of the equipment. Offers in parts will not be considered. The entire equipment has to be delivered in one lot.


Requested list of equipment and their quantities:
 
1. Hand Drilling Масhine with Hydraulic Booster/Intensifier (1 set)
1.1. Hand Drilling Machine accessory (Auger) – 60 mm (1 nos)
1.2. Hand Drilling Machine accessory (Auger) – 150 mm (1 nos)
1.3. Hand Drilling Machine accessory (Auger) – 250 mm (1 nos)
1.4. Hand Drilling Machine accessory (Hydraulic Hose – 2 X 30 m) – (2 nos)
1.5. Hand Drilling Machine accessory (Replacement knife for auger) – (2 nos)
2. Tractor Mouthed Earth Auger (1 set)
2.1. Drilling Machine accessory (Auger) – 250 mm (1 nos)
2.2. Drilling Machine accessory (Auger) – 400 mm (1 nos)
 
To provide your price offer, please fill in the columns indicating unit prices and total prices (in Euros) without VAT for each item, detailed technical specification and origin of the equipment and comments, if any. The prices offered should include transportation cost to Tbilisi, Georgia (to be delivered on the basis DDU/Delivery Duty Unpaid to Georgia/Tbilisi - Customs Port: GETBS – addressed to WWF-Caucasus). 

Offers must remain valid for a period of 45 calendar days after the deadline for their submission. The period of implementation of tasks is 30 calendar days after the last signature of the contract. 

The deadline for the submission of price offers is 15 January, 2015. After this date, our Tender Evaluation Committee will evaluate all of the received offers and will make a decision on the best offer (price/quality). The winner company will be notified immediately, in order to promptly start the arrangement for the supply contract on the delivery of equipment. The contract will be negotiated by phone or e-mail. 

Please, note that if the total amount of the offer of the winner company substantially exceeds the budget limits of the project for that particular component (forestry equipment), WWF-Caucasus reserves the right to reduce the number of items to be purchased to stay within those limits. Alternatively, if the offered total price is very much below the project limit, the addition of certain items to be purchased shall be possible. 

In case of any substantial delay in negotiations, WWF-Caucasus has right to withdraw the invitation. If agreement cannot be reached on the contract, the negotiations will be terminated and new negotiation will be proposed with the next ranked candidate (bidder). 

Those interested to participate in the tender should provide their price offer in English language in a form of a filled table (please, see above), by post, by fax or email before the deadline. Price offer documents must also contain the following:

1. Full Name of a company and the signature (with an official seal) of a director/manager.
2. Legal address, Telephone and Fax number.
3. Bank details.

The offers, all correspondence and documents related to the tender exchanged by the bidder and the WWF-Caucasus must be written in the language of the procedure, which is English.

The following criteria will be used for the identification of the best offer: 

1. The characteristics, types and quality of the offered equipment correspond to the minimum requirements described in the above list of required equipment. 
2. Lowest price is offered.
3. Origin of the equipment [All supplies must originate in one or more of these countries: in a Member State of the European Union; in an official candidate country as recognised by the EU; in a Member State of the European Economic Area; in developing countries as specified by the OECD/DAC List of ODA or in the South Caucasus countries].
