Summary
This project represents the Community Empowerment component of WWF Indonesia, directed towards the poor forest-dependents, which is currently being conducted in 5 sites across the country.
This partnership will use the distinctive strengths of WWF Indonesia and the Multi-Stakeholder Forestry Programme (MFP) to promote forest management reforms which protect, sustainably manage and restore forest landscapes while providing benefits communities who depend on forest resources for their livelihoods.
Background
The mission and mandate of WWF-Indonesia will contribute to the MFP development targets, which seek to promote 'sustainable livelihoods' and to protect and improve the management of 'the natural and physical environment'. These objectives are expected to contribute to the overall eradication of poverty.
Programme Partnership Agreements (PPAs) are intended to stimulate more effective collaboration, while recognising the independence of each partner to pursue their own polices and priorities and to concentrate on their core competencies. This PPA between WWF Indonesia and the Multi-Stakeholder Forestry Programme aims to provide a framework for open and constructive dialogue on forest issues of mutual interest.
The partnership will be achieved by supporting WWF Indonesia's work as outlined in the Five Year Strategic Plan 2003-2007. The areas of specific interest to MFP are: policy reform for the benefit of poor forest based communities; effective accountability mechanisms for forest users and investors; improved attitudes and awareness through advocacy and dialogue; improved forest management practices, which includes poor people and improves their livelihoods; and shared learning on best forest policy and practice, through better communication and documentation.
There is already considerable synergy between WWF Indonesia and MFP in terms of policies and approaches. The purpose of this agreement is to stimulate more effective collaboration, while recognising the independence of each partner to pursue its own policies and priorities and to concentrate on its core competencies.
Objectives
In accordance with this Programme Partnership Agreement, WWF-Indonesia will:
1. Increase availability, access and sustainable use of forest resources for poor forest dependent communities in at least 6 'conservation landscape' areas by 2007.
2. Promote good forest management practices in at least 17 districts by 2007.
3. Improve capacity of governments, civil society and the private sector to sustainably manage forest resources in at least 17 districts by 2007.
4. Encourage awareness about activities that threaten forest resources and poor peoples' livelihoods through shared learning, research, advocacy and dialogue at a landscape, national and international level.
