Chief of Party, Community-based Forest-management Program (CFP), Zambia-# 13036
World Wildlife Fund (WWF), the world’s leading conservation organization, seeks a Chief of Party candidate for the anticipated USAID-funded Community-based Forest-management Program for REDD+ Readiness (CFP) in Zambia. The CFP will utilize a range of approaches to improve effective and sustainable management of forested areas in Zambia, with an end goal of strengthening the Government of the Republic of Zambia’s (GRZ) Reducing Emissions from Deforestation and Degradation (REDD+) strategy.
USAID’s new Global Climate Change (GCC) program for Zambia will encompass several key approaches, including:
1.Research, policy analysis, and dialogue to inform the REDD+ strategy;
2.Capacity building of civil society and local communities to engage with the REDD+ process and promote community rights to manage and benefit from forest resources;
3.Capacity building of the Zambia Forestry Department, particularly at the district level, to support community management of forest resources and implementation of pay-for-performance programs; and
4.Reduction of forest carbon emissions through improved forest management, development of alternative or improved livelihoods, and adoption of improved technologies.
The CFP is expected to contribute to the USAID/Zambia’s Climate Change Program Objective of improving natural resource management in the following ways:
1.Improved Livelihoods in Forest-dependent Communities
2.Improved Joint Management of Natural Resources, Particularly Forests
3.Strengthened Government Capacity to Develop Policies & Plans with Stakeholders for REDD+ &EC-LEDS
4.Technologies for Addressing Climate Change Adopted
The CFP is envisioned to work with the GRZ to establish at least 700,000 hectares of forest in Participatory Forest Management Areas (PFMA) in Forest Reserves, Game Management Areas, and Customary Lands Within these PFMAs, CFP will utilize sustainable methodologies of joint forest and natural resource management between the GRZ and communities. The Program is also expected to collect and analyze empirical data on carbon stocks within the PFMAs to develop recommendations for national-level decision makers for GRZ. The program will be used as a replicable and scalable mode of sustainable natural resource management that prepares the GRZ and communities for direct pay-for-performance programs and a diversification in income-earning opportunities.
Major Duties and Responsibilities of the Chief of Party:
1.Assume technical leadership and administrative oversight of the program; contributing technical guidance and offering technical input to institutional partners (where appropriate)
2.Ensure effective day-to-day management of Program activities
3.Ensure that all activities under the CFP are coordinated effectively with relevant USG-supported activities and other donor-funded REDD+ and clean energy initiatives.
4.Ensure effective stakeholder engagement in Program activities (GRZ officials, community members, academic institutions, donors, etc.)
5.Serve as principal institutional liaison with USAID and external representative
1.A minimum of 10 years of leadership experience in managing international development programs or projects of similar scope and scale to CFP. Preference will be given to candidates with at least 5 years of experience in managing USAID-funded project in natural resource management or related sector.
2.At least a Master’s-level degree in forestry, ecosystem services, natural resource management, international development, or related field of study.
3.Community-based natural resource management (CBNRM) experience in Zambia and/or the southern Africa region is preferred.
4.Demonstrated capabilities in high-level strategic visioning and leadership, and experience in working effectively with local and national-level government authorities and with USAID or other development partners.
5.Proven exceptional leadership in the design, management, implementation, monitoring, and evaluation of large-scale international donor-supported programs, with skills in strategic planning, management, supervision, and budgeting.
6.Strong communication skills, fluency in written and verbal English.
7.Demonstrated high level of expertise in REDD+, forestry, community-based natural resource management, and/or related topics.
8.Proven ability to develop and communicate a common vision among diverse partners, and the ability to lead multi-sector and multi-disciplinary teams.
