The fortieth sessions of the Subsidiary Body for Implementation (SBI 40) and the Subsidiary Body for Scientific and Technological Advice (SBSTA 40), as well as the June session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) took place from 4-15 June 2014 in Bonn, Germany.

UNFCCC COP19 Approves REDD+: REDD+ a Reality

In a major victory for the world’s tropical forests, the more than 1.6 billion people that are dependent on them, and the Earth’s fragile climate, global leaders have agreed on a much anticipated package of elements that will unlock finance to reward tropical forest nations for reducing carbon emissions from deforestation and forest degradation (REDD+). Delegates of the UN global climate meeting voted in favor of REDD+ at their November meeting in Warsaw. REDD+ will fight climate change by addressing 20 per cent of global carbon emissions – the total caused by forest loss, and more than that caused by all the cars, trains, planes and ships in the world.
 
WWF has worked towards realizing REDD+ for many years, engaging both on the ground in the key tropical forest nations of Indonesia, the Democratic Republic of Congo, Peru, Colombia, the Guyanas and Brazil, as well as at the global policy and finance levels. Our work has included working with indigenous peoples and local communities to develop REDD+ readiness activities in areas representing over 15.5 million hectares of tropical forest, and engaging with international REDD+ donors and funders to push for hundreds of millions of US dollars in support for tropical forest nations to prepare for REDD+. Areas of this work and the important lessons learned generated from it are featured in our new report Building REDD+ for People and Nature.

Reducing carbon emissions from deforestation and forest degradation (REDD+) is a leading area of consensus within the global climate debate but remains at a crossroads. It has taken longer to finalize than originally anticipated, yet, no other single mechanism has ever before mobilized this scale of political attention and financial resources for tropical forest conservation, nor had the potential for even greater conservation outcomes, as has REDD+.

UNFCCC SBSTA & SBI: Bonn -- 3-14 June, 2013

The38th sessions of the Subsidiary Body for Implementation (SBI 38) and the Subsidiary Body for Scientific and Technological Advice (SBSTA 38), as well as the second part of the second session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP 2-2) were held from 3-14 June 2013 in Bonn, Germany.

UNFCCC-COP18: Doha, Qatar -- Nov/Dec 2012

REDD+ is a leading area of consensus within the global climate debate but remains at a crossroads. It has taken longer to finalize than originally anticipated, yet, no other single mechanism has ever before mobilized this scale of political attention and financial resources for tropical forest conservation, nor had the potential for even greater conservation outcomes, as has REDD+. It will be a defining moment for conservation when REDD+ is realized -- and if REDD+ treads off its path, it will be, perhaps, one of the greatest lost opportunities for tropical forest conservation in our generation.
 
For these reasons, we must continue to take and call for strong action in support of REDD+.

At UNFCCC- COP18, WWF has set levels of expectations on three key REDD+ areas: Finance, Reference Levels and MRV (Monitoring, Reporting and Verifying).

REDD+ for People and Nature: A case study of an integrated approach to REDD+ readiness in Mai-Ndombe, DRC

WWF has produced this report to present to audiences attending UNFCCC-COP18 in Doha, Qatar. 
 
This publication is a case study of REDD+ preparation activities and efforts undertaken by WWF and its partners in the Maï-Ndombe region of the Democratic Republic of Congo (DRC).
 
Its purpose is to present and share experiences, lessons learned and stakeholder testimonies in a non-technical and user-friendly way that builds the capacity of REDD+ practitioners around the globe at local, national and international levels to inform REDD+ policy decisions and increase REDD+ readiness and implementation.

Past Climate Negotiations

UNFCCC Climate Change meeting, Bangkok -- August 27 through September 5th, 2012

REDD+ is a key issue on the agenda. Key decisions are needed at this meeting in order to get REDD+ right for the benefit of the climate, people and nature. 

WWF's REDD+ related expectations for the meeting are:

REDD+ Enhanced agreements on Reduced Emissions from Deforestation and Forest Degradation (REDD+):
  • Realization of an effective REDD+ mechanism can and must be a significant part of a global climate solution. Without the immediate scaling up of REDD+ action, limiting the rise in global temperatures to 2°C will be almost impossible. Following on important decisions from Cancun and Durban, Parties in Bangkok should use the LCA, and the upcoming ADP to make concrete progress on unresolved REDD+ issues and to position COP19 in Doha for actual decisions on these matters. Most importantly, the LCA’s mandate finishes and therefore REDD+ is wrapping up under the current negotiation tracks. It is crucial that decisions are made about how REDD+ negotiations will continue under the UNFCCC, including the nature and form of REDD+ under a future platform (the ADP), to ensure that REDD+ exists within a comprehensive and legally binding climate agreement.

  • Furthermore, finance for REDD+ is a key priority for the two upcoming UNFCCC meetings. Parties must make progress on concrete commitments for additional short-term REDD+ finance beyond the existing fast start funding, as well as clearly demonstrate how to meet the finance needs for all phases of REDD+. The Green Climate Fund should give serious consideration to establishing a REDD+ window under the Fund.

  • A further priority for REDD+ in the upcoming UNFCCC meetings is the clarification of key language and terms and significant progress on unresolved issues. This includes the need for a definition of “result basedactions”; how to link safeguards to REDD+ finance; how to MRV results-based actions (and safeguards); the role and modalities of offsets; modalities of resultsbased payments for phase 3 actions; and the link between finance and reference levels.
