Announcement of Tender for Supply of Machines and Tools (Forestry Equipment)

WWF-Caucasus Programme Office (the client) intends to award a supply contract for machines and tools (forestry equipment) for the project financially supported by German Federal Ministry for Economic Cooperation and Development (BMZ) with co-funding from WWF-Germany.

The title of the project is "Increasing Biodiversity in a Priority Transboundary Protected Area in the Iori Mingechaur Region". The project aims to improve ecosystem biodiversity in a trans-boundary Priority Conservation Area, Iori-Mingechaur, through floodplain forest rehabilitation, improved Protected Area and rangeland management and through reintroduction of the locally extinct Goitered Gazelle. The forestry equipment purchased by the client will be used in Georgia.

Participation in the tender is open to all legal persons participating either individually or in a group, preferably established and registered in the European Union. The participants in the tender should submit their offers and should be able to deliver ALL of the listed equipment in required quantities. Only one offer should be submitted for the entire list of the equipment. Offers in parts will not be considered. The entire equipment has to be delivered in one lot.

Please, follow the link below to see the list of the requested tools and machines and respective quantities; to provide your price offer, please fill in the columns indicating unit prices and total prices (in Euros) for each item and comments, if any. The prices offered should include transportation cost to Tbilisi, Georgia (where the client is based).

Offers must remain valid for a period of 45 calendar days after the deadline for their submission. The period of implementation of tasks is 30 calendar days after the last signature of the contract.

The deadline for the submission of price offers is 12 October 2012. After this date, our Tender Evaluation Committee will evaluate all of the received offers and will make a decision on the best offer. The winner company will be notified immediately, in order to promptly start the arrangement for the contract on the delivery of equipment. The contract will be negotiated by phone or e-mail.

Please, note that if the total amount of the offer of the winner company substantially exceeds the budget limits of the project for that particular component (forestry equipment), the client reserves the right to reduce the number of items to be purchased to stay within those limits. Alternatively, if the offered total price is very much below the project limit, the addition of certain items to be purchased shall be possible.

In case of any substantial delay in negotiations the client has right to withdraw the invitation. If agreement cannot be reached on the contract, the negotiations will be terminated and new negotiation will be proposed with the next ranked candidate (provider).

Those interested to participate in the tender should provide their price offer in English language in a form of a filled table (please, see above), by post, by fax or email before the deadline. Price offer documents must also contain the following:

1. Full Name of a company and the signature (with an official seal) of a director/manager.
2. Legal address, Telephone and Fax number.
3. Bank details.

Special requirements: The annual turnover (over the year of 2011) of the invited provider must be at least twice the value of the present contract and the provider must have successfully completed, during the last three years, at least one similar contract project, whose nature and complexity are comparable to the supply concerned by this tender. These requirements should be fulfilled by the provision of income and expenditure statements of the provider for the past three financial years and a list of similar supply contracts successfully completed in the past three years.
No costs incurred by the provider in preparing and submitting the tender are reimbursable. All such costs will be borne by the provider.
The offers, all correspondence and documents related to the tender exchanged by the provider and the client must be written in the language of the procedure, which is English.

The following criteria will be used for the identification of the best offer:

1. The characteristics, types and quality of the offered equipment correspond to the minimum requirements described in the list of required tools and machines.
2. Lowest price is offered.
The providers may alter their offers by written notification prior to the deadline for submission of tenders. No tender may be altered after this deadline. Withdrawal conditions will be addressed by the terms of the contract.

Contract Description: Implementation of Forest Transformation Measures (Silvicultural Operations) in selected 2 Pilot Forest Sites, (each approx. 75 ha in size) in specified by the Contracting Organization (WWF-Azerbaijan) locations in accordance with Plan of Forest Transformation Measures . The measures will include a variety of silvicultural operations, such as: Site Preparation; Seeding; Planting; Watering; Maintenance and other forestry measures.

Transformation Measures: The measures will include a variety of silvicultural operations under transformation plan (is attached to this Tender Dossier as separate File), such as:

•Site Preparation (site preparation on 2 pilot forest sites with total area of 150 ha)
•Seeding (seeding of about 2,150 kg forest tree species – seeds will be provided by WWF-Azerbaijan)
•Planting (planting of about 158,900 seedlings – seedlings will be provided by WWF-Azerbaijan)
•Watering
•Maintenance
•Other measures prescribed in the Tender Dossier and the Transformation Plan.

Budget: Maximum budget available for this contract will be 72000 EUR without VAT.

Submission of Tenders: The tender comprises of a Technical offer and a Financial offer and these must be submitted in separate envelopes.

Tenders must be submitted using the double envelope system, ie, in an outer parcel or envelope containing two separate, sealed envelopes, one bearing the words "Envelope A - Technical offer" and the other "Envelope B - Financial offer".

Each Technical offer and Financial offer must contain one original, clearly marked "Original", and 3 (Three) copies, each marked "Copy".

All parts of the tender other than the financial offer must be submitted in Envelope A (ie, including the Tender submission form, statements of exclusivity and availability of the key experts and declarations etc).

Any infringement of these rules (eg, unsealed envelopes or references to price in the technical offer) is to be considered a breach of the rules, and will lead to rejection of the tender.

WWF Caucasus Programme Office (WWF-Caucasus) in partnership with WWF-Germany is involved in implementation of EU financed Project on Increasing the resilience of forest ecosystems against climate change in the South Caucasus Countries for the period of 2011-2014.

WWF-Caucasus is seeking for procurement of service contract to be concluded with a contractor to provide services for Implementation of Forest Transformation Measures in Georgia.

1. THE PROJECT DESCRIPTION

2. SCOPE OF THE SERVICE CONTRACT
The contractor through forestry measures and technique (planting and maintenance) shall transform vulnerable monoculture pine stands into close to nature forests by seeding and planting native broadleaf tree species in open areas as well as under the shadow of the existing Pine trees on the 2 pilot sites in Georgia. The whole working area is fenced.

A detailed work plan for the contractor will be provided by WWF Caucasus programme Office prior to start of works. The implementation of activities will be supervised by the national coordinator of the Project.

NOTE : Location of the 2 Pilot Forest Sites :

Pilot Forest Site N1 – "KHASHURI" in Khashuri Municipality (Georgia) located on the state forest lands of the former Khashuri State Forestry, Forest Unit N.3, Forest Sub-Units NN.5-7 and NN.9-30 - currently under the management of Shida Kartli Service of the Natural Resources Agency of the Ministry of Energy and Natural Resources of Georgia.

Pilot Forest Site N2 – "TSAVKISI" in Tbilisi Municipality (Georgia) located on the former state forest lands of Kojori Forest Unit of the former Tbilisi State Forestry - currently under the management of Municipality of Tbilisi.

3. DURATION OF THE SERVICE CONTRACT

Final selection of a contractor will be made in accordance with the quality-cost based selection method (technical component and price component).

Ecoregion Conservation Plan for the Caucasus

Ecoregion Conservation Plan is a result of a collaborative effort involving many people and the progress made in implementing the plan is due to the efforts of many different actors: they include the government authorities responsible for nature protection and biodiversity conservation, NGOs and scientific institutions.
The first edition of the Plan was presented back in 2006. In the next coming years some priorities changed, some new priorities added and it has become necessary to update the document. Preparation of the revised edition was coordinated by the Caucasus Biodiversity Council with support of WWF Caucasus PO. The action plan and the feedback from experts were reviewed at a special meeting of the CBC held 8th March 2012 in Batumi, Georgia, with the participation of the representatives of GOs, NGOs and scientific institutions.

Report on Adaptation of Forests to Climate Change

2012-05-27

Report on Adaptation of Forests to Climate Change, as a result of desk-based research on resilience of forests to climate change and transformation measures, has been prepared in the framework of the project increasing the resilience of forest ecosystems against climate change in the South Caucasus Countries through forest transformation (Project No. DCI-ENV/2010/221391).

The report consists of seven chapters. Chapter 1 provides for introduction. Chapter 2 of this report presents a short overview of the forests of Armenia, Azerbaijan and Georgia, their importance, and the pressures and threats that they face. Chapter 3 presents information about changes in the climate in the region up to the present day and predicted future changes from modelling studies. Chapter 4 describes the impacts of changes in the climate on forests generally and the impacts that we should expect on forests in the South Caucasus. Chapter 5 describes strategies for mitigating the impacts of climate change on forests including adaptation of forests to climate change. Chapter 6 discusses resilience and close to nature forest management and recommends a process for elaborating transform plans for the pilot sites. Chapter 7 provides a brief outlook for the pilot sites in the face of the uncertainty surrounding the predictions about the future climate.

The report will serve as a narrative guide for transformation planning in all three countries involved (Armenia, Azerbaijan, and Georgia).

WWF Caucasus Programme Office (WWF-Caucasus) in partnership with WWF-Germany, WWF-Armenia and WWF-Azerbaijan is involved in implementation of EU financed Project on Increasing the resilience of forest ecosystems against climate change in the South Caucasus Countries (Armenia, Azerbaijan, Georgia) through forest transformation (Project) for 2011-2014.

WWF-Caucasus is seeking for procurement of service contract to be concluded with International Forestry Expert to provide expert advice and guidance within a framework of the Project and therefore announces the present Call for Expression of Interest for Technical Assistance of an International Forestry Expert.

2. ASSIGNEMENT

For details on the assignement (scope of work, deliverebles, qualification requirements etc) please refer to the Terms of Reference in attached Tender Dossier (in PDF and Microsoft Word versions) – Annex II (Terms of Reference) of the Draft Contract Agreement, Part B.

3. EVALUATION

Selected applicants will be invited to the negotiated competetive tender and asked for technical and financial offers according to the requirenments of the Tender Dossier (in PDF and Microsoft Word versions).

Final selection of the International Forestry Expert will be made in accordance with the quality- cost based selection method (technical component and price component).

Note:

Expresion of Interset (EoI) is an alternative to writing a fully-fledged selection-criteria response. The EoI might be with a maximum length such as 2-3 pages. Attachement of CV is not required. The EoI will outline what the person is to do and the experience and skills needed to carry out the role.

The EoI can be set out in a number of ways, including:

Five years of PA4LP work in the Caucasus Ecoregion

From 2007 to 2011 Protected Areas for a Living Planet (PA4LP) project has enabled governments, NGOs, and other stakeholders to come together to support the establishment of new PAs, the creation of management plans of existing PAs, the drafting of legislation and the coordination of efforts between countries on achieving CBD targets.
The results of the 2011 review of implementation of the CBD's Programme of Work on Protected Areas (PoWPA) in the Caucasus Ecoregion are summarized in the specially produced brochure. PoWPA implementation was reviewed in five countries of the Caucasus Ecoregion - Armenia, Azerbaijan, Georgia, Russia and Turkey. In these countries PA4LP supported strong national and regional level partnerships of donors, governments, scientists and civil society which assisted governments in delivering on CBD Protected Areas commitments. This partnership approach made a significant contribution to meeting CBD targets and strengthening of PA systems in the Caucasus.
This five year project would not have been successful without good will and effective partnership between all stakeholders. But much remains to be done to strengthen PA systems in the region: the last chapter highlights key developments and defines future priorities to meet targets of the PoWPA as well as setting out further opportunities for partnerships.
The brochure is produced under the auspicesof the Caucasus Biodiversity Council with the support of the PA4LP project - a collaboration of the Swiss-based MAVA Foundation and WWF.
