				<description>Dear Coral Triangle Fishers Forum (CTFF) member,&lt;br /&gt;&lt;br /&gt;The December 2012 e-alert provides update and information from a selection of CTFF members on their progress towards stated CTFF commitments and/or the CTFF Plan of Action. WWF wishes to reiterate its position offered in Guam in March2012 (WCPFC8) and, taking into account the WCPFC-related meetings held since, the recommendations listed inthe attached document.</description>

				<title>Traceall get positive response</title>

				<description>&lt;em&gt;Participants of the Coral Triangle Fishers Forum have made specific commitments in implementing responsible business practices to address sustainability issues in the Coral Triangle region, such as IUU fishing. Progress and updates on such commitments can be found on this website in the interim, and unless specifically indicated, do not necessarily connote any direct partnership with, or endorsement by, WWF.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;Traceall were delighted by the response they received to their onboard E Log product. Subsequent to this meeting, we have had considerable interest from several Fijian companies to purchase the product. The first two transfer vessels to have our integrated onboard bar coding and traceability solution installed on board looks to take place in the fall of 2012.  &lt;br /&gt;&lt;br /&gt;The onshore traceability solution FishTrace is being installed in the latter part of this year. This will provide our customer with a fully integrated online traceability solution for their tuna. A further 20 vessels supplying our customers are being reviewed with the intention that they will also be equipped with the onboard software. This has taken place as a direct result of the CTFF Suva conference.&lt;br /&gt;&lt;br /&gt;The WWF in the Philippines have also been in contact and we are reviewing our offering to accommodate the requirements in the Philippines.&lt;br /&gt;&lt;br /&gt;Traceall attended a tri-nation IMS, FFA meeting in Brisbane in July as a direct result of introductions made in Suva. We presented our software solution in detail. This was followed by in detail debate as to the exact requirements of the region and the challenges they face. &lt;br /&gt;&lt;br /&gt;This gave us an incredible insight into the reality of delivering a Pacific tuna catch documentation system and something that will allow us to work with the relevant parties in the Pacific. Traceall are liaising closely with FFA with a view to working more closely as a consultancy / technology provider to the group.&lt;br /&gt;&lt;br /&gt;The company has also been continuing to dialogue with CTFF members in Majuro to better understand the community requirements of the smaller inshore fisheries and the challenges they face. We are proposing to review a small low cost mobile phone app that we could develop to assist the islands fishers.</description>

The committee, particularly the working committee on communications, has suggested to look into possible means on how to tackle IUU with an emphasis on community-based management approaches and highlighting the progress of the Nokia initiative currently underway with the CTSP.&lt;br /&gt;&lt;br /&gt;There could be a potential tool for using of simple forensic technique for distinguishing fish caught from dynamite (illegal fishing) and undersize fish to help buyers&apos; decision making from market outlet that could be taken on board by the MFMR.&lt;br /&gt;&lt;br /&gt;A literature review is underway for the Solomon Island National Biodiversity Strategic Action Plan review under the CBD. An emphasis on the theme of marine and coastal biodiversity will capture IUU and the potential use of traceability as a tool to tackle IUU in the Solomon Islands or the Coral Triangle region.&lt;br /&gt;&lt;br /&gt;The NBSAP seeks to  advance the context of the current SINPOA that will allows inclusion of offshore  fisheries as that seeks to engage FFA, PNA, WWF, TNC, WFC and other stake holders with respects to their institutional functional scope of foci.  To this end MECDM hopes to work with CTFF alongside the development sectors such as fisheries, business and CBOs  in addressing IUU through traceability as stated in the CTFF Plan of Action.&lt;br /&gt;&lt;br /&gt;Funds permitting, MEDCM hopes to host a workshop on marine and coastal fisheries thematic of CBD to include the components of IUU and traceability. More than 60 longline tuna vessels have been supported in trying circle hooks for the first time. Many of these vessels have reported positive results with the C hooks and want to continue using them. &lt;br /&gt;&lt;br /&gt;Ten vessel captains signed agreements to only fish with C hooks for the next year and to allow trained observers on board for at least one fishing trip. Seven more vessels wish to join the program and we are actively seeking further funding or sponsorship to allow expansion of this program to mitigate bycatch and enhance monitoring and traceability. In Vietnam and Thailand Sea Delight is working with its two largest tuna suppliers to develop a Voluntary Catch Certification Code (VCCC) program for tuna products. &lt;br /&gt;&lt;br /&gt;These suppliers have agreed to include a code on each carton of Sea Delight products that indicates vessel name, port and date of unloading, and production date. This system we be subject to trial with these two suppliers first and then implemented at all Sea Delight suppliers in the near future. &lt;br /&gt;&lt;br /&gt;In Thailand Sea Delight representatives have provided 1,000 size # 13 C hooks to the Thai Ministry of Fisheries for them to use in longline fishing trials onboard their own research vessel. &lt;br /&gt;&lt;br /&gt;Sea Delight has also arranged for two vessels in the Phuket longline tuna fleet to conduct similar trials. Sea Delight was an active participant in the &lt;a href=&quot;http://sea-delight.com/Nha-Trang-Tuna-FIP-Conference_GM_KS-edits.pdf&quot; target=&quot;_blank&quot;&gt;September WWF/Marine Stewardship Council (MSC) Tuna Fishery Improvement Project (FIP) Conference&lt;/a&gt; in Nha Trang, Vietnam.  &lt;br /&gt;&lt;br /&gt;Sea Delight supports the FIP effort to support a market-based solution and pressure decision-makers to improve management of the tuna fishery, including improved traceability systems and control of illegal fishing. &lt;br /&gt;&lt;br /&gt;&amp;#9658; &lt;a href=&quot;http://sea-delight.com/Nha-Trang-Handline-and-C-Hook-Report-Oct-2012-v2.pdf&quot; target=&quot;_blank&quot;&gt;STORY:&amp;#160;Nha Trang Longline Fishermen Gear up  for Handline Fishing with Circle Hooks &lt;/a&gt;&lt;br /&gt;&lt;br /&gt;In Indonesia Sea Delight continues to work on two Fishery Improvement Projects for tuna and snapper fisheries with WWF Indonesia/Sea food Savers as partners. &lt;br /&gt;&lt;br /&gt;A letter to the Indonesian Ministry of Marine Affairs and Fisheries (MMAF) has been drafted in part urging them to: &lt;br /&gt;&lt;br /&gt;i) make every effort to comply with the tuna management recommendations of related regional fishery management organizations i.e. (IOTC, WCPFC, CCSBT) and to seek full membership in the WCPFC; and &lt;br /&gt;&lt;br /&gt;ii) establish in written regulations an improved Tuna Management Plan that states that tuna management will be developed using ecosystem and area-based management guidelines with the express goal of sustainable tuna fisheries for Indonesia. In Vietnam and Thailand Sea Delight is working with its two largest tuna suppliers to develop a Voluntary Catch Certification Code (VCCC) program for tuna products. &lt;br /&gt;&lt;br /&gt;These suppliers have agreed to include a code on each carton of Sea Delight products that indicates vessel name, port and date of unloading, and production date. This system we be subject to trial with these two suppliers first and then implemented at all Sea Delight suppliers in the near future. &lt;br /&gt;&lt;br /&gt;In Thailand Sea Delight representatives have provided 1,000 size # 13 C hooks to the Thai Ministry of Fisheries for them to use in longline fishing trials onboard their own research vessel. &lt;br /&gt;&lt;br /&gt;Sea Delight has also arranged for two vessels in the Phuket longline tuna fleet to conduct similar trials.  Internal deliberations are underway regarding a campaign to include Sea Delight customers in efforts to move the WCPFC towards adoption of item 2 of the CTFF II Call for Action.</content:encoded>
